can an iphone work without activating the phone, and just using it as an ipod?

ok so i wan to get an iphone, from a second hand shop but I don’t think the phone is activated (watever that means) and I don’t really want to use it as a phone, but I might in the future, but for now I just want to use it as an ipod touch and listen to music and watch videos. Can I do that with an iphone without paying a monthly fees for internet/phone/texting or watever, if I don’t want to use any of those features. So, to use it just as an ipod do I still have to get it activated and get a plan and contract and whatnot? – thanks
